William "Chill" Chancer (Clan Caitiff)
Birthed and raised beneath society's notice, he carves his own place.

Description:
Will Chancer is a man accustomed to being ignored. Garbed in a typical pair of blue jeans, white t-shirt, and a light tan trench, he watches the world knowing that the only things he could ever have are those that he is cunning enough to steal. Those who notice him dismiss him, unless they know what he is capable of. Then they watch him like a hawk, for fear he'll extract his survival from their generous pocketbook. His face is expressive, his mind honest, and his wit, quick enough to cover up for his sharp toungue.

He moves with a swift determination. One bound up in the confidenct that, while he does not always know his goal, he will not be waylayed from his course. Many compare him to his industry name of 'Chill', remarking that it decends from his perpetual cold sholder, rather than his grace under fire.

And he cannot be found when he does not want to be.

Background:
Chancer was born and raised on the chicago streets. His mother, before him, had been a high society call girl. His father had been a prominant, and married, member of the city council. As he grew, he grew accustomed to being ignored by the violent men that accosted his mother, and learned a great deal from the experience. Often, he was able to extract small bills from them while they where not looking. He gave these to his mother, knowing that she would have a far better use for them. Then, one night, in his twelth year, the theft was noticed, and his mother took the blame. She was killed, and he, again, was ignored. There he became an orphan, and learned the first rule of theivery.

If you do it right, no one gets hurt.

A year later, he was adopted by a man who had need for a desposable youth with a quick hand. A tall man, garbed in black, with an italian accent. The man desired certain computer disks that belonged to a hacker that was perticulerly vigilant around his men. Chancer tried, but was caught in the act. The hacker, Val Haiten, did not ignore him. They estabished a rapor, and soon custody of William was transfered, from the italian, to Val.

A year later, Chancer and Val where working city level theivery independently. By the time Chancer could drive, they were accepting contracts from out of state. The year Chancer cast his first ballot in a presidential election, they stole a vase of no small monetary value from the white house's east wing. That was when he adopted the name 'Chill', and gained a reputation in the industry.

Over the next five years, Chancer and Val begain working their opperation across europe, but always maintaining the curio shop storefront in Chicago. During the collapse of the soviet union they gained the partnership of Illyana Barajov, an ex-soviet survellence specilist. After two years continuing their lucrative trade, The trio was returning from it's most recent job in europe. Chancer had gone ahead to unlock the shop.

Such was not to be. He was attacked and embraced on the street, staked out for the sun. Illyana found him two hours before sunrise, and in trying to move him, jarred the stake loose. He speed off faster than she could have tracked.

He returned the next night, and explained to the best of his understanding, what had happened. He had become a vampire, and now had to subsist on living blood. But he never told them what happened that night, exept one thing.

The first law of theivery applies to vampirism as well.

Character Perceptions:
Chancer cares little for personal property. He takes what he needs to survive, and if there's any left when he's through with it, he returns it. There is an honest capacity to him. He will sooner die himself than let someone else come to harm because he made a mistake. Others, kindred and kine alike, see him as someone who knows much, but does not care to share it. He never takes from those who can't afford to loose, but challenges himself, and his society, by stealing from the rich, materialistic, and powerful. He relishes the thrill.
